According to the message, it seems that other program disabled it, not Windows Live Email, I tried to set Windows Live ID Sign-in Assistant automatically delay then there is no error message, but Windows Live Email failed to run due to configuration.
It works after I set it to automatically, but I got error message. It will be a lot work and I am not sure how to disable firewall, I have Norton installed on my machine.
